Getting Your Project Started
|
Just a short checklist to ensure you are ready to begin your project.
- Do you have your stormwater plan and manual prepared?
- Have you filed your Notice of Intent (NOI)?
- For sites more than ¼ mile from impaired or unique waters, allow 7 business days advance filing prior to start of construction.
- For sites ¼ mile or closer to impaired or unique waters allow at least 7 business days lead time in filing before start of construction. Be prepared to supply your complete SWPP plan and manual if requested in order to expedite processing.

- Once you receive your authorization number (after NOI is approved), add that to your SWPPP manual and make an extra copy of the NOI to keep on file at the construction site for your local inspector.
- Authorization number must also be posted near the entrance to the site.
- Note that the SWPP plan must be posted at the site, and the manual readily available at all times.
- Prior to starting construction, make sure necessary BMPs (Best Management Practices) are installed as needed.
- Per the NPDES General Permit, you are required to have, as a minimum, biweekly inspections by a qualified individual to ensure compliance of the SWPP installations and effectiveness.
- Additional inspections are also required after any rainfall event that exceeds ½ inch (.5”) rainfall in a 24-hour period. You may elect to have weekly inspections and avoid the rainfall evaluations due to the frequency of the inspections.
- Also verify that, if a dust control plan and permit are required, they are available on-site at all times.

Notice of Intent (NOI)
This form must be submitted by mail. You should allow at least 7 days for NOI approval before you begin construction. You can check online for your NOI approval, even if you mail in the NOI form. See Getting Your Project Started for the address to submit your NOI.
Electronic Notice of Intent (eNOI)
To file an electronic NOI, click the link above, then click the eNOI icon. You will need to register and create an account. There is no fee for this at this time.
